FOIA Request to Anna Independent School District regarding records concerning employees on H-1B visas on November 13, 2025.

The Collin Times has submitted a request under the Texas Public Information Act to the Anna Independent School District seeking detailed records about district employees working under H-1B or other employment-based nonimmigrant visas. The request was sent on November 13, 2025, and aims to obtain information in an electronic format.

The request specifically asks for any existing reports, spreadsheets, or summaries that list or describe district employees who have been employed on H-1B visas from a specified date range up to the present. The details sought include position titles, employing campus or department, full-time/part-time status, annual base salary or hourly rate, and date of hire with the district.

Additionally, the request seeks any records submitted to or received from the U.S. Department of Labor or U.S. Citizenship and Immigration Services (USCIS) regarding H-1B petitions filed by the district during the same period. This includes Labor Condition Applications (LCAs), prevailing wage determinations, and certified H-1B postings.

Moreover, if available, aggregate or de-identified data showing the number of employees working under H-1B visas broken down by job category, campus or department, and salary range is also requested.

The Collin Times emphasizes that they do not require confidential information such as dates of birth or Social Security numbers and requests that any such information be redacted rather than withheld entirely. If any part of an employee’s visa status is deemed confidential by law, they ask for reasonably segregable portions of responsive records to be provided along with a written explanation of statutory exemptions relied upon for withholding information.

The request clarifies that it does not seek new record creation but only existing records maintained in the ordinary course of business.
