FOIA Request to Prosper Independent School District regarding records concerning employees on H-1B visas on November 13, 2025.
The Collin Times has submitted a request under the Texas Public Information Act to the Prosper Independent School District. The request seeks access to records related to district employees who are or have been employed on H-1B or other employment-based nonimmigrant visas. Specifically, the request asks for any existing reports, spreadsheets, or summaries that list such employees, including details like position title, employing campus or department, full-time/part-time status, annual base salary or hourly rate, and date of hire.
Additionally, the request includes any records submitted to or received from the U.S. Department of Labor or U.S. Citizenship and Immigration Services regarding H-1B petitions filed by the district. This encompasses Labor Condition Applications (LCAs), prevailing wage determinations, and certified H-1B postings.
The request also asks for aggregate or de-identified data showing the number of employees working under H-1B or similar visas broken down by job category, campus or department, and salary range. It is emphasized that confidential information such as dates of birth and Social Security numbers should be redacted rather than withheld entirely.
The Collin Times clarifies that they are not requesting new records be created but are seeking existing documents maintained in the ordinary course of district business. They also mention their eligibility for a fee waiver as members of the media engaged in gathering and reporting news to the public.
