The City of McKinney has announced the appointment of two new directors for its Housing and Community Development and Code Services departments. Margaret Li has taken on the role of Housing and Community Development Director, starting her position on September 4. Li brings over a decade of experience in both public sector roles and private sector project management. Previously, she served as Deputy Community Development Director in South Pasadena, California, where she managed operations across various divisions including inspection/compliance, economic development, planning, transportation, code enforcement, and housing. She holds a Master’s degree in Public Policy from the University of Southern California.
Phillip "Phil" Hubbard will assume his duties as Director of Code Services beginning September 9. Hubbard comes with more than 11 years of municipal experience across several city departments such as public works, neighborhood services, and code compliance. His previous roles include positions in Eugene, Oregon; Chandler, Arizona; and most recently as the code compliance supervisor in Corvallis, Oregon. Hubbard is also a U.S. Marine Corps veteran and holds a Bachelor of Business Administration in economics from American Public University.
