Congressman Keith Self, along with House Foreign Affairs Committee Chairman Michael McCaul, Congressman Michael Waltz, Congresswoman Maria Salazar, Congressman Nathaniel Moran, and Congressman Joe Wilson today introduced the Iran Sanctions Relief Review Act (ISRRA) of 2023. This bill strengthens Congress’ oversight powers over any action by President Biden’s administration to relieve sanctions on Iran.
The Iranian threat goes beyond the regime’s routine chants of “death to America” and “death to Israel.” The Islamic Republic of Iran is the leading state sponsor of terrorism in the world and the foremost destabilizing factor in the Middle East.
“As the Article I branch, Congress must approve any Iran deal this administration proposes,” said Congressman Keith Self. “The Biden administration continues to pursue a horrible nuclear deal with the Islamic Republic—even to the point of releasing cash and relieving sanctions. Our bill strengthens Congress’ hand in preventing a cash giveaway to one of our worst foreign adversaries.”
ISRRA establishes a procedure for Congress to review any action by the President to terminate, waive, or modify sanctions on Iran. Under the bill, the President must report to Congress on any planned sanctions relief and the reasons for the change in policy. Congress could then approve or disapprove of the administration’s action within a review period; a joint resolution of disapproval would block it from going into effect.
“The Biden administration is far too eager to cut a bad nuclear deal with Iran that would inevitably create a financial windfall for the regime,” said Chairman McCaul. “That’s why I am proud to join my colleagues in leading this bill to create a process for Congress to conduct appropriate oversight of efforts to terminate or waive sanctions imposed with respect to Iran. Congress has a responsibility to the American people not to let the world’s leading state sponsor of terrorism get a payday as it continues to spread its malign influence on a global scale.”
