Twelve MISD schools achieve Level 3 Certification in Marzano High Reliability Schools

McKinney, Texas – McKinney ISD has announced that 12 additional schools have achieved Level 3 Certification in Marzano High Reliability Schools. The newly certified schools include Bennett Elementary, Caldwell Elementary, Finch Elementary, Glen Oaks Elementary, Lawson Early Childhood School, McGowen Elementary, McNeil Elementary, Webb Elementary, Cockrill Middle School, Dowell Middle School, Evans Middle School, and Scott Johnson Middle School.

These institutions join five other MISD Level 3 campuses—Burks, Minshew, Slaughter, Walker and Wilmeth Elementary Schools—announced in May. This brings the total number of MISD Level 3 schools to 17.

Additionally, Frazier Elementary has earned Marzano Level 1 certification after its first year since opening last August. According to the assessment criteria for Level 1 certification: “Frazier has created a ‘Safe and Collaborative Culture,’ which is the foundation for every level of the HRS framework that follows.” This culture is essential for student achievement and involves evaluating day-to-day operations.

Level 3 certification requires evidence of a “Guaranteed and Viable Curriculum,” meaning that all taught content aligns with state standards and can be effectively delivered within the school year.

The high reliability school (HRS) program was developed by Marzano Resources to help transform schools into proactive organizations focused on student success. The program uses a research-based five-level hierarchy with leading and lagging indicators to assess school effectiveness.

All McKinney ISD schools are certified on HRS Levels 1 and 2 (except Frazier Elementary), which will now begin the Level 2 process. Each school must demonstrate sustained safe environments and effective instruction to achieve Level 3 certification.

MISD expressed satisfaction with these achievements: "MISD is pleased that these 17 schools have completed the Level 3 certification," noting their anticipation of celebrating further progress as more schools complete the process.

The HRS framework is based on over five decades of educational research by Dr. Robert J. Marzano. It defines five progressive performance levels required for a school to become a High Reliability School where students learn necessary content and skills for future success.

Robert J. Marzano stated: “As you move through the levels, it represents a complete transformation in how schools are run.”

Schools collect data validated by Marzano Resources analysts in cooperation with school data teams to climb each level of the hierarchy. The HRS framework aims to drive sustained positive impacts on student achievement by integrating multiple initiatives into one cohesive system.
